Oil in spark plugs

I have a 2000neon I have a 2.0 engine standard I have recently replaced the valve cover gasket thinking that would correct the issue but it has not my 3 cylinder is fouling out. I am not getting oil our side the spark plug chamber but when I pull the fouled plug the tip is covered in oil I assume that is why the engine is misfireing and has a reall ruff idle and bogs out after a stop. Any suggestions how to fix this issue?

Major repair could be Valve Job/Re-ringing of the cylinders or reconditioning.
