2004 Dodge Neon Oil on plug

I changed my spark plugs and wires today and when I changed the #4 spark plug, there was oil on the spark plug. The other three were dry, only #4 was wet. Is this a serious problem and what do I need to do? Also, I have a very minor oil drip, but when I was under the car today, I could not tell where it was coming from. I'd like to get it fixed so I can get my HOA off my butt for a tiny oil stain (yes the HOA is that anal they worry about a tiny oil stain in all 100+ stalls), but I couldn't tell what was leaking. Any suggestions on where to check in depth?

Do a compression check wet and dry to determine where its leaking at rings or valves

If the plug was wet, check the valve cover gasket.
