2001 Dodge Neon Blown Fuse

My Niece's car stopped running and after I have checked it out I find it to be blowing the 15amp #10 fuse. The panel is marked for LDP ABS, PTU SOL, ENG RLYS, ENG MOD. I have disconected the ECM and it will still do it when turning the key to run, I have disconected the starter moter and it will still do it in run mode. I believed it to be a grounding problem but can not find a problem wire. The car is not equipped with ABS, so my question is what does PTU stand for and is this a probable cause? I have a chiltons manual (no PTU in Electrical Diagram), and it differs on the color of wires from #10 fuse. (It says it is a Dk Blu/wht wire, but in fact the wire leading from the fuse is Lt BLU/WHT).

That wire color is dark green and white and also dark blue and white and goes to 7 different things. The leak detection pump is a solenoid in the evap system. Unfortunately what you have to do is keep disconnecting everything until short goes away. If its a shorted wire the you have to go to solder connection 119 which is in the harness near the power distribution center. This is where one wire is soldered to 6 more, you can cut each wire from that point until you find short, if it is intermittent short then what I do is wire in inline fuses there with smaller amp fuses to each seperate circuit, its a pain in the neck but thats the only option left.
