1996 Dodge Neon Instrument Panel Gauges

My instrument panel gauges are not registering. I have changed the fuses in the fuse box and in the distributor, but the mechanics book that I bought says to change fuse #13, 10 amps, but I can't locate it. Can you tell me where to find it?

I have a neon also, and my instrument panel gauges work intermittently. This, I found, is caused by bad solder connections behind the gauges. If replacing the fuses doesnt work, you might look there.
