2001 Dodge Intrepid

My Intrepid started making a noise when attempting to start that sounded like the solenoid wasn't engauging(clicking and not turning over). Thinking it was the starter, I replaced it with a new and tested one. It is still making the clicking and not starting. UGH ! Is there a problem with the ignition or maybe an external solenoid? I welcome any ideas that might help. Thank you in advance.

So engine is not cranking at all just clicking?

The ignition should be good and nuetural safety switch too because vehicle is sending voltage to solenoid and relay. What I would do is make sure the starter motor is properly grounded. All cables are tight and that the battery is fully charged and the battery cables are clean and not corroded
