2000 Dodge Intrepid wont turn over

I have a 2000 Dodge Intrepid with the 2.7L that will not turn over. This problem started overnight. Upon inspection of the battery I noticed there was a humming noise coming from the idle air control valve while the key was out of the ignition. I replaced the valve, and it did not correct the problem. Is it possible that there could be a faulty relay? If so, which relay? I have ruled out the battery being the culprit, and if I leave the harness plugged in to the IAC valve it drains the battery. Any help would be greatly appreciated.

IAC is powered by PCM. Use a DVOM and check for voltage at plug key out

That would indicat PCM problem
