Rear brake problem

1999 Dodge Durango V8 Four Wheel Drive Automatic 120000 miles
when driving truck and you go to stop and start out the back brakes will not release right away. also with the truck up on jack stands not running and you step on the brakes only the fronts apply is this suppose to happen . i think i meant have a problem with the proportional valve. need help thanks kurt

Kurt,
If the brakes are sticking, they must be working. Are they properly adjusted? If they are far enough out of adjustment, they won't appear to work properly. When you have the rear up, if you pump the brakes, will the rear work?
It's unusual for the proportioning valve to go bad.
Let me know about the adjustment.
