2005 Chrysler 300 car wont try to turn over

All lights and instruments light up. Hooked up diagnostic trouble code p0004-fuel volume regulator control circuit high. But this wouldn't keep car from attempting to start would it? Checked fuses, battery connects, tried on off with ignition but no codes showed up. Check engine light is on. Had car keys reprogrammed. Please help.

Hi:
Have a helper turn the key to the start position while you check for power to the smaller wire on the starter. There should be 12 volts.

Let me know what you find.
