2000 Chevy Venture computer plug in under dash

Have Chevy Venture with check engine light on, when I took to mechanic and then auto parts store to have them check code, thir scanner would not "boot" up (no power from van). I have bought a computer to install and the dealer will then reprogram computer BUT is there a problem with the hookup under the dash, since it wont power up hand held scanner?

The test equipment connects directly to the computer. If the computer has failed completely, you will get no communication from the computer. However you could just have a wiring harness problem to the computer.
