95 k1500 4WD fuse

I have a 95 chevy k1500 5.7L w/120000 miles, 4x4 z71 ext. Cab. I'm having a problem with the 4wd fuse blowing and it not going into 4wd. I have a 241 transfer case that has 2 actuators, one on the rear and one on the top. I unhooked the one on the rear and the fuse still blows when I move the lever into 4h. Hook that back up and unhook the top actuator and the fuse won't blow. Replaced the top actuator, did not solve the problem. Am I missing something or is this a wire short? There are three wires on the top actuator.

Okay, I did some more searching on the web and found a solution. As it turns out I was looking in the wrong place, the actuator on the front axle passenger side was the culprit. GM, in an act of stupidity, used a thermal activated actuator which, surprise surprise, is trouble prone- slow to engage especially in the cold, or not working at all. There is a TSB (#76-43-01A) to address what really should be a recall.
