1996 Chevy Truck V8 Two Wheel Drive Automatic

I had my enigine completely overhauled, bored and all new internals installed. So I was givin back a fresh long block from the machine shop. Got everything together and in the truck, Now I just can't seem to get the Distributor set correctly. I know to bring number one to TDC and the rotor is to be pointing at the little 8 on the dist. Base. But i'm getting nothing but popping and coughing when I try to start the truck. Thought maybe I was 180 off, but I get the same thing. No matter what. Anyone got a fresh Idea. Cause I'm out of them?

When the distributor is properly installed the rotor should be pointing to the no.1 cap tower

I got the problem resolved, Just did not know that the vortec's were so touchy on the timing. Thank you.
