6 months ago my car started having surging problems and I took it in and was told it was my transmission so I had it replaced. Since then my car continues to surge usually in the 35 to 45 mph range and my tachometer jumps up and down with the surge. Since replacing the transmission my check engine light keeps coming on with code 894 which is torque converter which has been replaced with a new one. Now my cruise control is out. If I go for an extended perior with speeds in the 70 - 75 mph and come to a stop then when I start up again it shifts really hard from 1st to 2nd. If I turn off the car then the hard shifting stops. No one seems to know what the problem is and my check engine light is still on. I'm thinking electrical but really that is just a guess.

This is a common problem on the 4L60/65E. The TCC regulator apply valve wears and then won't fully apply the TCC, often it is worse as the unit warms up.
Check the TCC solenoid for hair line cracks on the "neck" of the solenoid. It is also possible there may be a hidden crack inside the solenoid that is not visible without disassembling the solenoid, the seat area cracks.
Sounds like a bad tcc solenoid.
