Have you checked fuel pump pressure? Has the check engine light come on?

Let me know.

It sounds like a bad fuel pump. If you replaced the regulator, filter... the only thing left is the pump unless you have a leak.

Let me know.

If there are no leaks, everthing is working and that is all the pressure you are getting, the new pump must be bad.

If there are no leaks, the regulator is new, and the fuel filter is new, that is the only thing I can think of. Unless, the power to the pump is lower than 12 volts or the fuel line is pinched at some point.

Let me know what you find.
