Emergency Brake not working

I have a 99 Chevrolet S-10 truck. It has 80,000 miles and is a 4 cylinder. When I try to set the emergency brake, it will not stay locked down. What could be the cause and the cost to fix it?

?Without seeing it, I 'm not positive, but it may just be a matter of lubricating and working the dogs in the e-brake pedal assy.

I was able to get it to lock down finally. Now the emergency brake release lever is not working so it's stuck with the brake locked down. What do you think?

That's hard to say. It may be in the mechanism I mentioned above. It's tight to get in there, but you need to access the pedal assy. And get a good look at it. There are little levers or dogs that can get sticky and not want to move.
