Monte Carlo with a 4 cyl?

IF the engine revs, but the speed is slow to increase, then you are describing a slip.
Check for diagnostic codes.
If this is the original transmission and has been faithfully serviced with fluid and filter at least twice, hopefully 3 times, then it may come down to a particular repair internally. More than likely it will need a rebuild based on symptom.

IF the fluid is low, this will also cause a skip, but damage is being done while slipping.
