Brake locking up.

1999 Cavalier 4 speed auto 189496 miles ABS. The right rear brake keeps locking up. I have replaced the cylinders on both sides shoes, h/w and drums and still the right rear still locks up. Is this a bad ABS sensor?
Or maybe somthing else. And if so should I replace both rear sensors?

Sounds like either the the rear brake springs are not set properly, Or either the brake shoes are mixed up.
