2004 Chevy Cavalier low beam headlight wont come on

When turn the lever to the turn on the light at night the daytime lights stay on the headlight wont come on. Pull the lever high beam work. Turn signal, 4 ways hazards, gauge lights they all work check all fuse everything is good

Voltage to the headlights is hot all the time. The controls for on--off, bright and dim, are controlled on the ground circuit. The drl and low beam splice into the same circuit for ground. There are two ways for the low beam to ground, one is through the drl relay and the other is through the headlamp/dimmer switch. I can't tell if the switch has a problem or wiring circuit in the steering column. At the headlamp, dark blue wire is ground for low beam. The pink wire is ground for high beam.
