2001 Chevy Cavalier starter turns but wont engage

Starter will turn over but will not engage an make engine crank. I had starter checked by 2 different auto stores an both say starter is fine an working properly. I reinstalled starter an kept trying, it finally twice cranked car but rest of time it just spins an sounds like it is not engaging flywheel. Battery not the problem what else could it be?

Use shims the starter drive pinion is too far from the flexplate

Please explain about the shims. Where do they go between the starter housing an where they bolt to the engine?
