Most likely a bad thermostat, but closely inspect for any leaks, all hoses, heaterhose connections and waterpump weep hole.
Another posibility is the waterpump. If the hose from the thermostat is cool when engine is hot, then most likely a thermostat, if hot then I would suspect the waterpump.
