Driving or parked, the engine will not go above 3000 RPM when you floor it. If you baby it, the car will go up to around 4000 but still won't redline. Engine makes plenty of power up to the point where it nosedives. No knocks, ticks or rattles. No vac leaks, EGR is good, has new ignition module/coil packs.

Have the backpressure tested, to see if CAT is partially clogged.

Another possibility is that the fuel pump is losing pressure, check pressure with mechanical gauge, pressure should be above 40psi and hold the pressure after pump is off, if not check fuel pressure vacuum line for the presence of gasoline.

Cars got no cat. It's got a resonator there instead and its clear through. I'll check the pump tonight though, and may as well change the filter again too.

It could also be ignition, but check the fuel first.
