1982 Chevy Caprice radiator

Radiator has been flush twice. Still continues to get rusty and hot. Radiator boils even in short distances. Heat and air condition still works.

Have you replaced the thermostat?

The water pump is it functioning properly? If so try bleeding the system don't work get it block and pressure tested.
