1998 Chevy Camaro Trouble with brake installation

Hello,
Replacing brake pads on my Camaro. I have done it several other times to other vehicles. This Camaro has two brake pistons. When I try to collapse them to get the brake pads to fit, one will always collapse and the other one will come back out. I can't get them to collapse at the same time. There is not enough room for the rotor to fit over the pads. Any thoughts?

Front or rear? This base model camaro, SS, or Z28?

They are the front brakes. Z28. Sorry for neglecting to have this information in the first post.
Thank you.

Also, all brakes and rotors are stock.
