My car won't start. Fuse 38 keeps blowing even when we put a new one in, it blows right away. The key will turn and the radio will go on along with the AC and everything else. Except it won't lock either.

The Jetta of this year has a common wiring fault that develops over the years, causing the central locking fuse to blow.

I don't think that the starting issue is related.
