Car hesitates at low speeds, if I’m driving at low speeds and do a mild acceleration car hesitates and then picks up speed it takes a few seconds and kinda jerks forward.

Good evening,

Two things come to mind.

https://www.2carpros.com/articles/engine-hesitates

1. Low fuel pressure. Test the fuel pressure to be sure it is correct. Low fuel pressure will cause this issue.

2. A partially clogged catalytic converter could cause this as well as the engine cannot breathe correctly.

If it is something with the fuel system does that mean the fuel pump is going bad?

It is possible, yes, but needs to be confirmed.

It could also be the regulator or injectors as well.

If you test the fuel pressure, that will tell you if you have the correct pressure, then you can also see if the pressure bleeds off. It will lower a little but should no go to 0.

I posted the procedure in my first response.
