Changed the camshaft position sensor

Someone changed the camshaft position sensor cut the old plug and replaced it with a new one and now it will start and run, but will not do much more that idle.

So, did the vehicle run ok before the sensor change?

It could have wired in correctly. If the wires not in the correct spot you will have drivability issue. As the ECM won't be able to get correct signal from the cam position sensor.
