I have a 99 Cadillac Deville with 106,000 miles and my Service Stability light/Traction Control is on. What cause this? Is it expensive to repair? Does this mean I have no control over this vehicle in bad wheather?Does the sensor or module cause this problem? How much do the sensor and module cost?

It could be one of many possibilities, and usually the system disables when a fault is detected. Wheel speed sensor, steering position sensor, Brake/Traction module, Wiring, etc... There should be fault codes associated with this, and that would direct you in a repair process, and a closer estimate of cost. If you press off and warmer on your climate panel, after a segment check, it should display codes. ABS codes(CXXXX) are what you are after.
