I do not understand your question? If your asking can you crank the engine with out the key, yes you can, but, it will not start. The key has to be in the on position. If the starter is good the engine is not seized proper voltage and ground. If you try jumping the starter motor, make sure transmission is in park or neutral and functional parking brake is set. Safety is your responsibility.
I do not know if push starting would be applicable, have not tried that in many years? The proper fix is always the best way to go.
