Burns real rich

My exhausts really has a strong smell, but the smoke from the exhaust pipe leaves a black residue on snow. After running a while pipe raddles. So we believed it was the catalytic converter was bad so we took it off. It ran alright for a bit stared raddling again. Still black smoke. Bought 02 sensor, after installing it what should I do if problem continues?

Condensation from the engine when cold is normal, and you will see water coming from the exhaust. I would be looking at tune items first and a scan for any underlying fault codes, not all codes will set a check light, also a live data read on a scanner will show if the O2 sensors are working by the voltage they are generating. Check these first.
