I have replaced calipers, rotors, pads & flex lines and still have drag and heat up situation. I have been told it could be the proportioning valve?

Hi:
The proportioning valve is designed to limit the amount of fluid pressure to the rear brakes. When working properly, the front brakes should do 60% of the stopping and the rear 40%. Is is possible that internally, something has gone bad in the valve and it is no longer allowing fluid to properly return.
