MAP sensor pressure

97 Buick Park Ave, 3800, 160,000 miles, checked pressure at MAP sensor, my understanding is you should have a positive pressure for sensor to work. What I discovered is a negative pressure (vacuum). What could the problem be?

The map sensor works off of vacuum. At Idle with high vacuum(17 to 20 inchs) It will read somewhere below 2 volts and with the vacuum removed it will read up to 5 volts. As the engine is operated say under wide open throttle the vacuum level will decrease and the MAP sensor voltage will increase.
