When the engine is running the brake pedal goes

Break pedal go to floor only when engine is running. I have heard pedal that is high when engine is off. I changed master cylinder. Bled all the lines. I have no leaks in system.

Hello,

This sounds like you have a caliper slide that is frozen. This will cause the rotor to push the pad back into the caliper making an air gap.
