Brake pedal goes to the floor with little effort

The brake pedal has no pressure it just goes to the floor. I have checked all of the lines and they are brand new. This van doesn't have ABS. The van has no brake pressure at all. The master cylinder is full of fluid ad the components for breaking are working properly. I have bleed the brakes multiple times and still nothing.

I don't know what it could be.

You have air somewhere in the systemI would believe. Have you removed the rear drums to look inside at the wheel cylinders for leaks? If you dont find leaks there. Unbolt remove the master cylinder and look behind it and inside the brake booster to if the master cylinder is leaking.
