1998 BMW 328 Repair Question

1998 BMW 328 Car won't start, battery is charged
Electrical problem
1998 BMW 328 6 cyl Two Wheel Drive Automatic 73,000 miles
My 98 328i will not start, the battery appears to be fine but when I turn the key it just clicks rapidly, or slowly with a whining noise in between clicks. The lights in the dash flash with the clicks, I am at a loss for what is going on, anyone with any info would be greatly appreciated thanks.

suspect a faulty starter, have it tested

If the battery is a known good battery and the starter is clicking or is not starting the car, recheck the connections at the battery and the ground connection and the battery connection at the starter.
