1996 Audi A4 heater fluctuates, warm then cooler

Installed new thermostat hoping that was the problem but I think its doing the same thing. It seems to get a little warmer when driving, but when idleing, it gets cooler again.

Hi there, if you have replaced the thermostat already, then I would have the radiator cleaned and flow tested next.

If radiator was plugging up and flow was down, would it overheat? After getting engine to operating temp. Both heater hoses felt warm. One of them felt hot, the other felt almost as hot. Temp on dash shows temp about half way on gauge.

You can have a partial blockage and the temp will wander all over the place, I wouldd not expect it to be plugged, I am trying to access the heating system info to see exactly how it all works, this is not something that I am 100% familiar with.
