1999 F-150 Very little heat

I have very little heat in the cab. Inlet hose to heater core is warm, outlet is cool. Top radiator hose gets near hot. I have back flushed the heater core and do not seem to have a blockage. Plenty of coolant in resevoir. What might be causing this problem and how do I correct it?

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
