A/C does not blow cold air, how do get the compressor to turn/run so it will take refringent?

Hello, when I turn on the A/C button and the fan motor is set too high, the A/C light glows steadily, as before when the A/C worked. I am 100% sure the compressor is not turning. Clutch is not engaging or cycling. I believe the condenser far, electric, is turning. Is there some way I can get the compressor to turn/run so it will take refringent? I have not done any electrical testing yet. The heater works fine and vents all work as it should.

So, the only reason the compressor will not turn on is the refrigerant is low, so if you connect a recharge kit or gauge set and open the low side valve or just add refrigerant the compressor will turn on so you can continue to fill the system.
