A/C not working

My A/C compressor is not coming on. I tried to charge the system, but the Freon will not go in. The system is reading full. Can the blend actuator prevent the compressor from working?

Not normally check fuse and relay in underhood fuse box then check pressure switch by evaporator those are most likely causes.
