Taillights are not working?

I turned on the headlights, and all the lights (head, dash, tail, ect) came on for 2-3 seconds, then flashed on and off 4-5 times. Then the headlights stayed on, brake lights and turn signals work ok. Dash lights, tail lights, marker lights remain off. Is this an "error msg", or what should I check out?

This sounds like a TIPM issue. The TIPM is what controls all these functions so we need to find out what the voltage is coming from the TIPM on the circuit to the lamps.

Below is the wiring diagrams for testing for voltage. Also, the process to replace the TIPM is included as I suspect this is the issue.
