2007 Kia Spectra Air control button problem?

Hi. I have a Kia spectra ex 2007 and I got the car used and when I got the car the only option for the air conditioning was high and when I switched it to off it wouldn't go off the fan would still run. Well now nothing is blowing out of my vents but I believe the fan is still running. My dad's air conditioning has went out in his truck and turns out it was the buttons that was wrong not the blower or air conditioning itself. I just want my air back. Winter is coming soon and I need something to blow out of my vents. Could it be a fuse running from the buttons to the blower and just not reaching the blower? What do you think the problem is and how do I fix it? Thanks!

Check to see if mode actutator is getting power as that handles direction, try pulling hvac fuse for 60 seconds with key on ten reinstalling it resets them sometimes. See pic pull relay and switch with another like one to see if fan quits as it may be stuck and finally if none of this fixes it then have car scanned to see if control unit is bad.
