What is the deal with Ford not being able to fix a power steering return line?

My 2007 Ford F-150 has been at the dealership since December 2011 waiting on a power steering return line that is on backorder. I was told that the part itself is being redesigned so it doesn't leak in the future, therefore causing the delay for the part being released. In addition, I was told that there are over 1,000 trucks of the same year and model waiting on the same parts to be released. Have you heard of this issue, and if so, do you have any clue of when it will be resolved so I can have my truck back?
