Engine won't start with turning key rapidly

I have an 05 trailblazer. It wont start unless I turn the key rapidly and repeatedly. Husband replaced the switch but it still acts up. Took it to local mechanic and they couldn't figure it out.

Is there a click from the starter when you turn the key and it doesn't start?

Okay, when it doesn't start, I need you to check the starter relay for power.
