2004 Pontiac Grand Prix Can't program my new key

I lost my old key to my Pontiac and went to buy a new one. They told me at the dealership how to program the key which takes approximately 30 mins to do. I tried several times and still the key is not programmed, it just reads starting disabled due to theft system. From what I was told you have to wait until the security light goes off before the car can start, but my security light isn't coming on at all. My rack and pinion messed up a while back and it was replaced with another rack and pinion, but the one that it was replaced with doesn't have a plug on it like the one that was taken off of my car had on it. Could
that be interfering with my key not programming

Where did you get the key from? You mentioned the dealer, but did you get the key from them or another source?

If the key will not program and you are following the process, then I suspect the key is the issue.

The programming is pretty easy so just review the info attached below and make sure you are following the 10- or 30-minute program process.

If you are and the key is not programming, then I would suggest getting another key as that is the likely issue.

If that is not the issue, then we need to check the codes and find out if there are any codes pointing to a greater issue.
