2004 Dodge Intrepid Repair Question

Why would a 04 dodge intrepid engine smoke/steam after a 15 minute drive on a nice day?
Potential buy, but after driving off the lot ssteam/ smoke rising from both sides of engine. There is leakage on engine and the radiator fluid is over filled.
