Volkswagen Jetta Catalytic converter Problem

I had a garge check the codes when the check engine light came on and they found P0420, catylst efficiency low,bank 1. What does this mean?

99% of the time it means you need a new Catalytic Converter on Bank 1 which may be the only one.

There's no change in the composition of the exhaust gases taking place in the catalytic converter. Time for a new one.
