I changed the battery and now it won't turn over

Ok here it is. My brother has a 2002 ford mustang GT 4.6l. Last year he bought a new car and let the mustang sit(sitting for 1 year). About 3 moths ago I jumped it with my brother-in-laws truck and got it to start fine. So 2 weeks ago I bought a battery and not it wont turn over and it doesn't sound like the fuel pump is kicking on. I have checked the fuse and made sure the inertia switch wasnt tripped. Is there anything else I can check before I drop the gas tank and change the fuel filter? I am just flustered how it started 2 months ago and now nothing.

First of all, the fuel filter is external, not in the tank.

Check for power at the fuel pump connector to verify power to the pump. If there is, verify the ground as well before condemning the pump module.

The Fuel pump isnt in the gas tank? I thought it was in the tank

Nope, it is external.
