I have a 2001 vw jetta 2.0L Automatic but the engine moves back and forth when I go from parking into reverse and N to D? And its going through a lot of gas on average I get 19 mpg city driving and Interstate?

It's normal for the engine to move on it's mounts when going from forward to reverse or opposite or from neutral/park to either. If it makes a noticable clunk noise doing so a mount may be broken. They are usually safety restricted so they can only go so far off their center position. Which allows you to still drive until fixed.
