Stop throwing useless parts at it.

Did it have any codes? When you start it up, does it idle up fast and then come down low? Did you adjust the base idle when you did the iac valve?

It does go high like 1200 then goes down to 500 and I have tried adjusting the set screw a tad but that dident help and no all I did was swap the iac valves and disconnect the battery

Then the iac is working. It sounds like the throttle or the base idle has to adjusted. With the iac disconnected, the idle should be 550 rpm.
