How can you manually run the fuel pump prior to removing the fuel tank to empty a full tank?

I have to change my fuel pump but hav a full tank of fuel (25 gal).

I assume you have a pump failure which means you cannot operate it. You need an external pump hook up to drain your tank.

No my pump isn't producing the required pressue to allow the car to run, i.E. Weak output.

No my fuel pump just isn't providing the proper pressue to allow car to tun, weak output but still runs.

Then you can power it up through the inertia switch by applying 12 volts to the wire to the pump.
