My 2000 Impala windshield wipers are stuck in the up position when I turn them off.

Your wipers have a tab that lines them up in the park postion at the base the of the windshield. The tab is located on the motor. Usually the tab gets bent over a period of time. It can be bent back but the wiper transmission needs to be removed.
