My 1999 Toyota Camry was leaking oil and I had the leaking valve cover gasket replaced, the PSV valve and several hoses replaced and upper motor mount replaced. It was suppose to be fixed and then all of the oil leaked out and the mechanic tells me I now need a timing belt because it is saturated in oil. I had timing belt replaced 25K miles ago.

There are several seals that are located under the timing cover. On a 4 cylinder, there is a cam seal, crankshaft seal, oil pump o-ring, and an oil pump shaft seal. One or more of them could be leaking. If the timing belt is saturated, then replacement is recommended (rubber and oil don't do very well together).
